Approach to the analysis. Analysis of the judicial integrity is based on the principles of neutrality and impartiality, reliability, completeness and accuracy of the information disseminated. The dissemination of information about the dishonest behaviour of judges is not intended to reduce the authority or interfere with the impartiality of justice.
Public assessment. We do not make allegations as to evidence of a judge’s misbehaviour or his / her guilt in committing an offense, for which the legal liability is established (for example, regarding the restriction of freedom of peaceful assembly or human rights violations during the EuroMaidan). Therefore, the information submitted as a part of the analysis of the judicial integrity may not coincide with the official findings of judicial and law enforcement bodies.
Assessment of judgements. We do not make allegations regarding the legality of courts’ decisions. We evaluate decisions in cases of public interest when an objective observer would have objective doubts as to the fairness and impartiality of the judgement.
Value judgments. Conclusions about the judicial integrity constitute the value judgments and are not subject to verification of their credibility.
Sources of information. Responses to requests for public information; reports of human rights organizations and public organizations, investigating commissions; reports of the Commissioner of the Verkhovna Rada of Ukraine on human rights; official documents and reports from state bodies of Ukraine; journalistic investigations, facts confirmed by information in reputable media; reliable insiders’ data; data from any registers filled by public authorities; other reliable sources.
